The evaluation aimed to assess whether the GRA Program met its objectives and whether its structure and composition were appropriate. GRA’s overall value in building on and filling gaps in existing research was also considered.

The evaluation found that GRA achieved its objectives and that its structure and composition were appropriate. Interjurisdictional collaboration on research was valued, and stakeholders stated that there are still questions of national significance that could be addressed by a national research body. GRA research outputs were viewed as credible, relevant, and usable. 

The  evaluation was led by social researchers at Verian and included a document review, surveys and interviews.
